As a practice owner, managing General Dental Services (GDS) in Scotland involves working within a structured system of national oversight, local accountability and regulatory compliance. The Scottish Dental Practice Board (SDPB), operating under Scottish Government regulations, is responsible for authorising payments, overseeing prior approval processes, and ensuring appropriate systems are in place to support NHS dental care. These functions are delivered operationally by NHS National Services Scotland (NSS), through Practitioner Services, which processes claims and ensures practitioners are paid correctly.
NHS Education for Scotland (NES) and NSS have recently come together to form Public Services Delivery (PSD) Scotland, and at the time of writing, new information is being made available on the PSD Scotland website.
At a local level, NHS Health Boards (HBs) are responsible for managing GDS provision, maintaining dental lists, issuing contracts and monitoring compliance through inspections. While HBs retain overall accountability, many administrative processes, including payments, are handled centrally by Practitioner Services. Practices are expected to use approved systems to submit claims and manage prior approvals efficiently.

Health Boards may inspect practices routinely or in response to concerns, with particular focus on patient safety and regulatory compliance. In addition, the Scottish Dental Reference Service (SDRS) monitors the quality of NHS treatment through patient assessments and reporting.
Failures to meet the terms of service may result in investigation or referral to a Dental Discipline Committee. Early engagement with indemnity providers and proactive management of risks are essential.
