Overview

The changes set out in PCA(D)(2026)2, focus on updating the prior approval system for general dentistry and introducing new arrangements for mandatory training through provisional listing. They are intended to support the sustainability of NHS dental services.

From 1 November 2026, the financial threshold that determines when a course of treatment requires prior approval will be removed. This follows a rise in low clinical risk treatment plans being submitted solely because they exceeded the financial limit, leading to unnecessary delays. The new system will instead place emphasis on clinical considerations.

Changes effective from 31 January 2026 also allow GDC registered dentists to join the NHS list on a provisional basis while completing mandatory training. Previously, dentists entering NHS dental services for the first time, or returning after a break of twelve months or more, were required to complete mandatory training and a test of knowledge before listing. The new arrangements aim to improve opportunities for practices to recruit dentists in a timely way.
