England: New Patient Premium audit - Clarification of declaration

The NHS BSA has now issued a clarification of the declaration form providers are asked to submit in relation to the New Patient Premium (NPP) audit.

The clarification is that the wording in the form, which states “I confirm that the patients identified within the attached spreadsheet were all unique patients to my practice and had not been seen at any other time within the previous 24 months” only applies to those who are marked 'No' on the spreadsheet.

While the form remains poorly worded, on the basis of this clarification, we believe that there is a low risk to providers in completing the declaration, and as such are advising providers to now complete and submit the form. Providers have until Monday 28 July to submit their return to the Business Services Authority (BSA).

We continue to meet with NHS England about the conduct of this audit, and its possible outcomes. Today we will be setting out our formal view in writing to NHS England.
