Scotland: Prior Approval Reform resources

Dental teams in Scotland are being encouraged to complete training and review new guidance about the changes to the Prior Approval process for general dentistry.

The Chief Dental Officer Scotland has issued a reminder asking dental teams to access information and training materials available on Turas Learn about the changes to Prior Approval for general dentistry, which commenced on 1 November 2026.

The training, available on Turas Learn, aims to provide dental teams with information on how the new Prior Approval System for NHS Scotland General Dental Services will function, as set out in PCA(D)(2026)2. It is intended to help ensure the reforms are implemented effectively and safely from the outset. Given the significance of these reforms and their impact on day-to-day delivery of care, they have said it is essential that all relevant staff complete the training as soon as possible.

Practitioner Services, Public Services Delivery Scotland, have also published detailed guidance about Prior Approval Reform. This guidance includes information on:

  • What qualifies as high clinical risk and how this relates to dentists in Tier 1 or Tier 2 (with examples)

  • How to know which tier you are in

  • Circumstances requiring prior approval or reapproval

  • Actions you should take.
